"The concept of bureaucratic collectivism is little more than a label, defined chiefly by the negations in this collection’s title ’neither capitalism nor socialism’. As to what bureaucratic collectivism actually is, we are left none the wiser at the end of the book than at the beginning. Its most serious and systematic interpretation, first formulated by Carter and taken up later by Shachtman, leads to reactionary political conclusions. Haberkern and Lipow resist these conclusions, but offer instead little but muddle.
